They aren't prohibited but a dispensation is needed for roundels, that is mostly given in the absence of other signs of what the limit is. If it's a 30 by virtue of street lamps being present that's not likely in many cases.

There are some 30 repeaters on Moor Lane, Woodford, Stockport, e.g. here.

They look professional rather than home-made but I have no idea whether the council have a dispensation from the DfT for them. The road is much more obviously built-up and streetlit than some that have been mentioned here.
