The term 'motor vehicle' is defined in section 185(1) of the Road Traffic Act 1988 and section 136(1) of the Road Traffic Regulation Act 1984 as "a mechanically propelled vehicle, intended or adapted for use on roads".
2. Vehicle.
A wheeled conveyance adapted or intended for the carriage of goods or people.
Neither of which applies to a horse ( unless it is pulling a cart ).

Most laws don't apply to people who own horses. They go around as if they own the place - in a lot of cases, they actually do.
