I don't know if the formula for parking works or not, but I do know that the link you have posted doesn't work. Has something been missed from the link?

Picture this senario.

Driver causes traffic gridlock as she/he calculates the perfect angle to reverse park in busy shopping street.

Seriously though, there are so many things to take into account. Speed of manoeuvre, size of vehicle, space avaliable, steering lock etc. I hardly think science is going to solve the problem for most people, unless the car is fitted with an automatic parking facility.
