I think the owners would treat it as convenient parking and happily pay the release fee.

(disgusting colour by the way...I guess having money doesn't mean you have taste)

I imagine clamping and removing the vehicle still carries the obligation not to damage it, at least through carelessness. Wonder if they considered giving their insurance company a ring just to be sure they were covered before they started the job...

They are fairly likely to bear Qatari number plates, no use leaving a ticket on the windscreen if the council will find it hard tracing the registered keeper, if they choose not to pay up, besides I doubt the traffic warden's machine will have the right Arabic symbols to print the reg no on the ticket.
