If the pavement has no defining edge across it at the point where the entrance to the car park was, then the driver is crossing the pavement, pedestrians right of way. If, as in the case of a road junction there is a definate kerb, then the Highway Code advises that if pedestrians are already crossing, they have priority. It also advises not to wave pedestrians across.
