Not such a bad idea.

Install 2m high barriers along all roadsides, with off-road paths and cycle routes and overbridges, or perhaps instead of just red lights at pedestrian crossings we could have barriers which rise from the roadway?

Obviously this wouldn't be effective or even possible on all roads, so just close those to any powered traffic.

Of course, the Dutch have pioneered the Woonerf system of actually integrating all road users, blurring the edges beetween path and road, 'giving back' the roadway to the most vulnerable road users and putting responsibilty on to drivers.
