Merge at the pinch point. Isn't this what AD's call "progress"? Exactly the same as choosing the least queued applicable lane at a set of traffic lights.

Maximum progress is achieved when you select the empty lane, drive down the side of the queue and, on reaching the end of it, find that the obstruction has been cleared and you can continue on your way.
