I have notified the council about what I think of their signage. I'll update this when/if I get a response

clearly contractor fail. The pictorial signs just need swapping between the posts and rotating 180 degrees (assuming the intent is to match the white paint on the road).

Along with putting up Give Way ahead triangles upside down, it's not unusual
