I think that rather than resort to them and us, if lane hogging is to be routinely enforced, it must be encouraged across the board. That's fair but as usual, I seem to find myself considering better education with the aim of giving a better perspective, in preference to taking a stick mentality to anyone who doesn't use all available lanes when possible.
A wise man once told me that "it depends". I sometimes agree.

I have never heard anyone refer to a fixed penalty for a motoring offence as an 'on-the-spot-fine'.
I'm surprised that someone as pedantic as you are regarding spelling and grammar on an internet forum would use such a term. :)
