PCV Drivers Responsibilities - Seat Belt Use

Would this cover it?

HC rules no 99 & 100
100
The driver MUST ensure that all children under 14 years of age in cars, vans and other goods vehicles wear seat belts or sit in an approved child restraint where required (see table above). If a child is under 1.35 metres (approx 4 feet 5 inches) tall, a baby seat, child seat, booster seat or booster cushion MUST be used suitable for the child’s weight and fitted to the manufacturer’s instructions.

Well rule 99 only says "Adults, and children aged 14 years and over, MUST use a seat belt or child restraint, where fitted, when seated in minibuses, buses and coaches." Nothing about children under 14.

And your quote from rule 100 refers only to "cars, vans and other goods vehicles".

The way I read rules 99 and 100, they don't say that the OP is responsible for ensuring children under 14 wear their seat belts on the coach. I don't think those rules say children under 14 have to wear a seat belt on a coach.
