I am not an ADI

I would say generally YES because there needs to be a system in place to regulate those instructing learners especially if it is their first time out on the public highways.

For upgrades then NO - those doing them have already passed the basic test

I would like to see a system where a learner MUST go out with an ADI for X amount of lessons before being allowed to drive a relatives car with a supervising driver for example or the supervising driver must be deemed as being ok by an ADI

To me, this new poster is either fishing, has a poor grasp of english language, or is being rather obtuse in general. Nothing in his profile gives any clue about his location or interest in Advanced Driving.
