My understanding is that there are no RoSPA or IAM groups in Ireland, perhaps because it's outside the UK. Google does turn up a number of suitably qualified driving instructors though who he could spend some time with, but he'd probably end up paying more and also have to travel if he was after doing the test as well.

Shame as the roads out there are cracking :D

The IAM is actively engaged in supporting the setup of groups in the Republic.
