I think the most important thing for me is that it's up-to-date (which implies the group is active!) and after that, that it looks professional and is simple and usable. I don't think the web site need necessarily be overloaded with content and a handful of pages doing the sales pitch, the how it works and what it costs, newsletter and event calendar, and contacts page (e-mail and phone) for the people you might want to contact in the group.
I'd see the web page as the way to make people want to find out more, to make that initial contact less daunting.
