What emergency service training providers aren't up to speed ?

After reading the act, the only thing that changes is exemption to speed limits. There are only 5 lose groups of organsiations that is has any effect on all of the statutory services do this training in house.

I don't know of any of the statutory emergencey services, SOCA or SF who are not bringing training up to the standard that will be required.

The only people who might require any kind of outside body to do high speed driver training will be Private or volunteer ambulance providers as it's the only type of organisation where the private sector providers can claim an exemption.
