Because a significant proportion of the driving population are either incapable of noticing exits and connecting them in their mind with the need of others to emerge from them at any moment,mor whom are entirely unwilling to show a basic minimum level of courtesy to others.

The YBJ is about rubbing it in the noses of the former and (in theory) scaring (for fear of the punishment) the latter.

Unfortunately enforcement means they are not very effective as a deterrant.
