Daft, really, that RLAT has to be self-assessed, but - by and large - drivers & riders are shite at doing that - even people who ought to know better still over-estimate their abilities.

And, sadly, that plays in to the hands of the 'speed kills' authorities when it's nothing of the sort.

However, we don't know what happened in this case, although I do know a friend of mine was killed when he rode in to the back of a lorry at just 40mph when it pulled across in front of him.
