Filtering at Roadworks

Hi Folks,

I would like to get your opinions on a particular filtering matter.

There are major roadworks at the moment on the Kessock Bridge near Inverness, which has temporary 50 and 30mph limits on a 5 mile stretch of dual carriageway. For 3 miles of this, lane 2 is designated as "HGV's and buses only" and lane 1 as "all other traffic".

At rush hour the traffic in lane 1 usually grinds to a virtual halt, just stop start for 3 miles or so, but lane 2 "HGV's and buses" is usually pretty empty.

My question is basically, is it legal for a bike to slowly filter past the almost stopped lane 1 traffic whilst using the "HGV and bus lane"?

Is it a legally enforceable sign?

If yes, how lucky do you feel? Sadly, bikers have no exemptions. You could suggest to the council etc that they open it to bikes in future. Cite London Reading Bristol etc bus lane access.
