Max No. of Login Attempts Exceeded

I've had a report that there seems to be a problem with users experiencing "maximum number of login attempts exceeded" errors and also then not being able to log in using the graphical confirmation?

I am also experiencing this occasionally but am able to get through after the graphical log in.

I am not sure what is causing this right now, other than there must be robots trying to log in using various usernames from the board and causing the max log in attempts to trigger.
